In the "trenches" of Ads Manager, we usually solve this by narrowing our audience. But in 2026, narrowing your audience is a great way to kill your reach and skyrocket your costs.
The real solution? Value Rules.
Instead of telling Meta who to talk to, you are telling Meta how much to bid for them. Here is the logic behind this underutilized tool:
1. Does this actually increase ROAS?
Yes, but keep an eye on your bank account.
Value Rules don't change your product; they change your bidding strategy. By applying a multiplier (e.g., 1.5x) to a specific audience, you are telling Meta: "I am willing to pay more to win this customer because they bring more profit."
The Result: Your Business ROAS increases because you're winning high-value auctions and ignoring the "junk" leads.
Your Dashboard ROAS will look artificially high because Meta is multiplying the values you see. Always reconcile your Ads Manager with your actual revenue.
2. Is this just a "suggestion" for the AI?
No, it's a Hard Instruction.
Unlike the "Opportunity Score," which is just a recommendation, Value Rules change the actual math of the auction. Meta uses a specific formula to decide who sees your ad. When you apply a Value Rule, you are manually inflating the "User Value" in that formula.
The AI must follow this instruction. It forces the algorithm to bid more aggressively for the segments you've labeled as "Premium."
3. Should you stack multiple rules or keep it simple?
Start with a Single Rule.
In performance marketing, "Clean Data" is everything. If you create a rule set that defines location, then device, then a specific custom audience all at once, you create Data Noise.
The AI gets confused about why a user is valuable. Identify your single biggest profit lever — maybe it's a specific city or a high-LTV customer list — and assign one clear rule. Master that signal before you add more layers.
4. Broad Audience vs. Detailed Targeting?
Broad is where Value Rules shine.
If you use Value Rules with narrow, detailed targeting, you are "double-constricting" the AI. You're putting it in a tiny box and then giving it a specific bidding rule. This usually results in your ads not delivering at all.
Use Broad (or Advantage+) Audience + Value Rules.
Give the AI the freedom to scan the entire market (Broad), but give it a "North Star" (Value Rule). You are essentially saying: "Go anywhere you want, but whenever you find someone who looks like my VIP list, pay whatever it takes to win that auction."
Value Rules are how you move from "Volume" to "Value."
